Chargen mastery demands that I determine before designing my character what Moves I want to regularly be good at doing over the course of the game, and then constructing Power Tags that ensure I'm going to be able to stack 2-3 of them together with regular frequency. If I actually want to be good at Face Danger, Take the Risk, and other Moves - which, again, is where play really matters, because it's the only place I'm going to roll dice - then I have to very carefully construct Power Tags that are going to stack with regular frequency when doing those Moves.
Because it's a Power Tag more than it is a power. So my awesome lighting teleportation power is only kind of neat. Possibly Take the Risk? And 2d6+1 delivers a lot of 6- results, and a bunch of 7-9 results, and infrequent 10+ results. But when I try to use it to do a Move, which is how I affect the game universe in a substantive way, I only have a +1 for Face Danger. Narratively, I can teleport around, which is awesome. So my character has lightning-based teleportation.
Because players aren't thinking about PbtA Moves.

In every game of City of Mist that I've played, every player in their first game of it designs a PC who can't do what they're supposed to do. This character could also apply those power tags to Convince in the right circumstances, Face Danger, and probably even Take the Risk. Fortunately, in this case, Grow Bone Armor and Can Grow Extra Limbs are going to stack and confer a +2 on Go Toe to Toe and probably Hit With All You Got, making this character reasonably good at combat which is what the character designer was probably going for. While you might be able to get some narrative utility out of it, growing bone armor doesn't affect the game mechanically unless - as a power tag - it can be applied to one of those Moves. Convince, Change the Game, Face Danger, Go Toe to Toe, Hit With All You Got, Investigate, Sneak Around, and Take the Risk. That's the only time characters will roll dice. The only thing that matters in City of the Mist are the Moves. Because the game is an amalgam of PbtA and Fate, things that look like they should matter don't.
